The California Parole Board Finds Perpetrator Of A Heinous Murder To A Mother Of Five Fit For Society. Gavin Newsom Did Not. Now, The Parole Board Will Decide His Fate Once Again On November 13, 2020.
On May 30th, 2019 Raul Higgins, a killer, was found fit for society by the Board of Parole Hearings. His request for release was sent to Governor Gavin Newsom which he states, “I find the evidence shows that he currently possesses an unreasonable danger to society if released from prison at this time.” On October 14, 2019 Governor Gavin Newsom reversed the Board’s Decision to parole this violent offender. Higgins is scheduled for another parole suitability hearing no later than 18 months from the date of the last hearing. That hearing is scheduled for November 13, 2020.
Proposition 57 was passed to release “non-violent” criminals. Raul Higgins is a violent criminal with a possible life sentence. We need justice and safety for all. Victims rights need to be considered in this decision once again. The victims have appeared and have written multiple pleas to our California Parole Board. We cannot let our system fail the people it is designed to protect. Raul Higgins is a threat to our communities, especially to women. He is set to be released in San Francisco where one of the family members works. He can not rehabilitate himself in less than a year. It is egregious that the family has to recount this in just over a year again for the forth time.
This decision affects generations. Carolyn’s parents, siblings, her five children and their spouses, her grandchildren and their children. It is unfathomable that one heinous criminal’s life overweighs the lives of Carolyn’s many loved ones. Justice means he will not be released from prison until he serves his the maximum penalty allowed which is fifteen years for parole. Preparing for this event takes many, many months, and is time consuming and draining as we rally support among law enforcement officials, elected officials, friends and family to remind the Parole Board of the consequences of granting freedom to this person. And now we are doing it again in a short time of 18 months. Tragically the system is designed to release violent criminals from prison as soon as they can without any regard to family that has to suffer an immeasurable loss.
